Brice’s fate back in the hands of the City Administrator

The Board of Mayor and Alderman passed Resolution No. 1970, a resolution related to Casta Brice’s continued paid leave, in their second September monthly meeting.

The resolution, proposed by Alderman Daniel Berry, would place authority regarding Brice’s employment back in the hands of the city administrator, newly approved Jason Quick.

The memo provided in the agenda stated “Over the past seven months, discussions regarding the employment status of Casta Brice have become a focal point of city deliberations. It is imperative to note that the authority to hire and fire the position occupied by Ms. Brice rests solely with the City Administrator. With the City Administrator’s position now duly filled, the decision on this matter should be theirs. The intent of this agenda item is not to critique or cast judgment but rather to seek a resolution that serves the best interests of all stakeholders involved – the City of Tullahoma, its residents, city staff, and Ms. Brice herself. The complexities and sensitivities surrounding this issue are recognized. With an emphasis on upholding transparency, respect, and fairness, we request that the City Administrator resolve this matter. We encourage constructive dialogue to address this situation expediently and judiciously for Tullahoma’s harmonious future.”

The resolution stated “Whereas discussions regarding the employment status of Ms. Casta Brice have been a focal point of city deliberations for the past seven months, and Whereas it is acknowledged that the authority to hire and fire the position occupied by Ms. Brice lies solely with the City Administrator and Whereas the City Administrator’s role is now duly filled, and thus, the decision on this matter is the prerogative of the City Administrator and Whereas, it is in the best interest of the City of Tullahoma, its residents, city staff, and Ms. Casta Brice to find a comprehensive solution to this matter. Now, therefore, be it resolved that the Board of Mayor and Alderman of the City of Tullahoma acknowledge the authority of the City Administrator in deciding the employment status of city employees, including Ms. Casta Brice. Be it further resolved: that the Board of Mayor and Alderman request the City Administrator review and address the matter, taking the action that serves the best interests of all parties involved. Be it further resolved: that all decisions and recommendations be made with transparency, respect, and fairness and with due consideration to all pertinent facts and circumstances. Passed and Approved by  The Board of Mayor and Aldermen of the City of Tullahoma, Tennessee, this 25th Day of September, 2023.”

Berry made the motion, which was seconded by Alderman Derick Mann. Berry said “I wrote the agenda item–we have a city administrator. Ordinances put this in his hands, so it’s just recognizing that it is his authority. That’s based off of conversations with the attorney (City Attorney Stephen Worsham) and the city administrator as well.”

The vote passed unanimously.
