Summerlin development approved in second reading

Summerlin development, a Planned Mixed-Use project posed to the Planning Commission in August was recently passed in its second and final reading.

The development, applied for by Chris Rudd of Beacon Acquisitions, LLC, caused some uproar from residents of the Ledford Mill Road area when it was first presented, due to an exit from the development that would empty onto Ledford Mill Road which had the potential to cause quite a bit of traffic in that area.

The applicant also outlined having 350 single-family homes, 326 townhomes and 320 apartments (or multi-family homes) for a total of 996 units to be built over the course of ten years, along with three acres of retail space to be placed along North Jackson Street.

After discussing with residents in the area, Rudd agreed to have the exit onto Ledford Mill Road removed from the plan, which he told the Planning Commission in their September meeting as the vote for the development had been postponed by the commission in August.

Residents of Ledford Mill Road’s area spoke out in approval of the development after the changes were made, though some still expressed concerns. The development was voted to recommend favorably by the Planning Commission to BoMA in that meeting.

BoMA voted favorably for the development in their first October meeting after some discussion of aesthetic requirements that were not included in their approving vote.

On Oct. 23, BoMA voted favorably for the development with Alderman Daniel Berry motioning and Alderman Derick Mann seconding. Alderman Jenna Amacher abstained from the vote, as she had done in the first reading.

A memo submitted by Director of Planning and Codes Charles Rush included the requirements specified by the Planning Commission and BoMA.

It stated “The Applicant (Chris Rudd) will meet with the Tullahoma Fire Department to determine a location for a future fire station. The Applicant will provide land either at the Summerlin location or will buy land that the Tullahoma Fire Department has indicated as a suitable place for a fire station (of similar value to the land proposed at Summerlin) and contribute. This condition must be met before any preliminary plats are brought before the Planning Commission. The applicant will conduct a traffic study immediately following the rezoning approval to a P-MU. The City of Tullahoma and its departments will review the Tax Incremental Financing (TIF). The development phase which includes the 320 apartments and retail development will be presented to the PC for feedback on design and beautification.”
