The problem that every civilized society has to deal with is what do you do with the people that can’t take care of themselves?  That would include the very young not having proper parenting, the old who have burned through their last resources to stay in a nursing home, and those of terribly unfortunate means and health.  We in the United States have come up with the Medicaid system, as inefficient as it may be.  The Trump administration has proposed to drastically cut funding for this system to increase governmental efficiency.  Of course, these people do not and cannot contribute to the economy.  However, cutting the Medicaid system will not eliminate the people that it serves, only the funding.  Apparently, there will need to be a phase 2.  Nazi Germany came up with an efficient system to deal with the problem.  Can you imagine what phase 2 will be like with the Trump administration?  Who will the Trump-Musk efficiencies benefit.  We know that the least able are slated to pay for those benefits.
