Lannom Library new roof moves forward

A proposed roof for Coffee County Lannom Library was moved forward during the Oct. 2 meeting of the Capital Outlay Committee.  

Capital Outlay Chairman Terry Hershman said that the metal building manufacturing market pricing has started to fluctuate heavily. Since the committee received the first estimate of the project in July, the costs have shifted 3-5%.

 The Tullahoma library’s roof has been problematic almost since its construction. The nearly flat roof has adjacent pitches that drain to a center gutter that runs across the centerline of the building. The project will raise the roof to a single pitch.  

The committee approved a motion to send the proposal to the Budget and Finance Committee. From there it will go to St. John Engineering to make a request for bids.

The rough estimate of the cost was not stated publicly.

Capital Outlay also approved a roof project for the Coffee County Justice Center using a co-op company Trimco. The committee estimated that if the county acts as the general contractor with the support of St. John Engineering, it could save roughly $200,000 on an approximately $2 million project.

Change orders made at animal shelter site

Capital Outlay also approved a series of change order construction cost increase and decreases at the new Coffee County Animal Shelter.

One of the change orders involves a previously unknown septic tank that was discovered on the site when water lines were being run to the new structure.

According to Capital Outlay Chairman Terry Hershman, the septic tank was 12 feet by 16 feet and 10 feet deep.  

Three change orders make the contract reach a total of $2,220,920, a change order for the roof materials will credit the project $7,000.

A change order for hose attachment points and floor drains, made at the recommendation of Coffee County Animal Control, will add $9,520 to the project.

An addition for the animal intake area of the shelter will add from $17,000-$27,000, according to estimates presented by St. John Engineering. Hershman suggested the county should contract the canopy construction directly from the manufacturer to save markups by the building contractor, Romec Construction.

A change order was approved to remove a smaller canopy that would have been located in the area for credit of the cost.
