Phil M. Syler, 99, of Winchester, passed away on Monday, Feb. 20, 2023 at Elk River Health and Rehabilitation. A native of Franklin County, he was born on Nov. 12, 1923 in Cowan to the late Charles and Annie (Shockley) Syler. A graveside service was held Feb. 23 at Franklin Memorial Gardens with Rev. Chris Nolen officiating.

Watson-North Funeral Home and Memorial Park was in charge of arrangements.
