Billy “Ray” Wiseman, 74, of Belvidere, passed away from this life surrounded by his loving family on Saturday, April 29, 2023, at his residence. A native of Franklin County, he was born on Sept. 30, 1948, in Winchester to the late Thad and Lethia Wiseman. Funeral Services will be held at 2 p.m. on Wednesday, May 3 in the Chapel of Moore-Cortner Funeral Home with Howard Riddle officiating. Interment will be at Franklin Memorial Gardens.
