Randy Wayne “Tooter” Powers Jr, 42, of Winchester, passed away on Saturday, July 29, 2023, at his residence.  A native of Franklin County, he was born in Winchester on Dec. 8, 1980. A graveside service will be held at 10 a.m. on Saturday, Aug. 5 at Watson Memorial Park.
