Charles B. Starnes, 72, of Winchester, passed away on Monday, Sept. 1, 2025, at St. Thomas Rutherford Medical Center in Murfreesboro.  A native of Franklin County, he was born on May 14, 1953, in Winchester to the late Terry and Lona (Duke) Starnes. 

Funeral services were held Friday, Sept. 5, 2025, in the Roy B. Watson Chapel of Watson Funeral Home.  Interment followed at Watson Memorial Park. In lieu of flowers, the family requests memorial donations be made to Shriners Hospital for Children, P.O. Box 152, Ranson, WV 25438.

Watson Funeral Home was in charge of arrangements.
