City puts off 2045 debate until July 13

There will be plenty of time for reflection and consideration on what will become of the 2045 Tullahoma Comprehensive Plan as the board of mayor and aldermen have put off a vote on the repealing it until July 13.

In the public notice appearing in the Tullahoma News, BoMA revealed they will take up repealing the ordinance (Ordinance 1675) during their regular meeting at 5:30 p.m. on July 13. The public notice, when it first ran on May 27, was way ahead of the required Sunshine Law public notice and actually bypassed two regular BoMA meetings in the interim.

However, the long notice goes hand-in-hand with the concerns of some members of the board who wanted a longer notice time given the board had tried to strike down the ordinance last month without giving advanced notice. What followed was a clash between members of the aldermanic board, spurred on by members of the audience, who felt there should have been more warning on the vote and that also, repealing the new ordinance would take teeth of away from it. Supporters of the resolution plan believe it will reduce the city’s liability as the city attorney pointed out most of cities use a resolution for such plans other than an ordinance.

The plan, as outlined by the board of mayor and aldermen, was to simply replace the ordinance with a resolution, thereby keeping the 2045 Plan on the books. However, that plan brought backlash from citizens who question why the board of mayor and aldermen would backtrack on the ordinance before it was even a month old.

The idea of changing it from an ordinance to a resolution is now going back to square one as the city will first have to vote twice to rescind the ordinance before voting twice to adopt 2045 as a resolution.
